CSAM

The ministerial social administration committee (CSAM) is placed under the presidency of the Minister of Europe and Foreign Affairs which is generally represented by the Director General of Administration and Modernization (DGAM).

The CSAM, created by law no. 2019</ a>–828 of August 6, 2019 on the transformation of the civil service is a consultation body, which meets at least twice a year. Its term of office is four years and its sessions are not public.

The CSAM is obligatorily consulted on all questions and draft texts concerning the organization and functioning of the ministry</span > (reform of senior management and the civil service, reorganization of services, restructuring and adjustments, etc.), strategic orientations in terms of personnel policy (assignments, promotions of corps and advancements in grades, management guidelines …), the statutory rules (indexes, steps, grades, reclassifications, etc.) and the action plan relating to professional equality between women and men, the training plan for agents and working time.< /h4>

In addition, the CSAM can examine all general questions concerning the fight against discrimination, senior management policies, the operation and organization of services, the accessibility of services and the quality of services provided, the dematerialization of procedures, technological developments (Diplomacy portal, mobility tools, pay slips, HR files) and working methods and their impact on staff and the budget , the evolution of the workforce and bonuses and allowances.

The CFDT-MAE has 6 seats out of 15 at the CSAM.
